Valerica's tower is essentially a very narrow vertical tube which makes his quest marker elusive. You must go up all the stairs until you almost go no further. There you will find him.1.) Enter Valerica's Tower (formerly the ruins)2.) Ascend (go up).2.) Find the torture chamber just below Valerica's Study.Another way to find him is from the shipyard.

Fast travel to the balcony that takes you to Valerica's study. Inside you'll find a door to Valerica's Tower. Once you go inside that door go down to the torture chamber just below and there he is making blood potions.
